El "sector C" del Distrito Centro de Madrid es una zona donde existen importantes infraestructuras y equipamientos públicos en riesgo de dejar de funcionar como tales, cuyo caso más visible es el complejo del polideportivo (demolido hace 2 años) y el mercado de la Plaza de la Cebada.

Dentro de este marco, se analizarán críticamente las dinámicas de gentrificación urbana, y a partir de estas, temas tales como la interacción de fuerzas y agentes que construyen la ciudad desde la diversidad, la construcción de lo público, la relación entre democracia y ciudad y por último el papel de las infraestructuras que dan forma y organizan el ecosistema de la ciudad. 
Por lo cual se realiza un estudio de carencias Dotacionales del barrio, y se obtiene el equipamiento deportivo es el más desfavorable ya que este no cuenta con ninguna instalación deportiva en el Centro, también se estudian polideportivos municipales y deportes urbanos, en estos últimos Madrid no cuenta con muchos espacios aptos para realizar deportes urbanos.
Entonces se plantea la rehabilitación de la plaza de la cebada, como un URBAN SPORT BUILDING, atendiendo las necesidades del barrio y de los vecinos.
